Award ceremony for Philippe Couvreur, former Registrar of the International Court of Justice, with a high Romanian decoration

On the 4th of September 2019 the Ambassador of Romania to The Hague hosted a special ceremony in the honor of the former Registrar of the International Court of Justice (ICJ). In the presence of a distinguished public composed by present and former officials of international institutions based in The Hague, personalities of the international law environment and members of the diplomatic corps, prof. dr. Bogdan Aurescu, Romanian Presidential Advisor for Foreign Policy, awarded Philippe Couvreur, former Registrar of the ICJ with The Romanian National Order “For Merit” in rank of Commander.

The Order awarded by President of Romania, Klaus Werner Iohannis, was given to Philippe Couvreur as a token of appreciation for the longstanding and prestigious activity put in the service of the public and constitutional international law, contributing by that to the creation of a climate of active collaboration with Romania throughout his entire mandate as the Registrar of the International Court of Justice.

During his 35 years of career at the ICJ, one of the six organs of the United Nations and the principal judicial organ of the United Nations (UN), Philippe Couvreur proved a special knowledge of the evolution of the international legal system and of the ICJ jurisprudence.

He followed with interest the course of the internationally renowned Romanian lawyers, starting with the promoters of the international law system from the end of the 19th century, to recent personalities. He constantly supported and encouraged a wider Romanian presence within the Hague organizations, including the ICJ.

Connaisseur of the Romanian history, spirituality, legal culture and way of life, through his versatile intellectual activity, Philippe Couvreur made a solid contribution on the relatively under-exploited field of promoting the Romanian literature in the Dutch cultural space, to a deeper understanding of specifics of Romanian people and Romanian values.

His special appreciation towards Romania and its values deepened also during the cooperation with the delegation representing our country during the process regarding the Maritime Delimitation in the Black Sea (Romania vs. Ukraine, 2004-2009).

Symbolically, a decade after the trial, Bogdan Aurescu, the Romanian Agent before the International Court of Justice, who coordinated the activity of the team which represented Romania, was the envoy of the Romanian state to decorate the former Registrar of the International Court of Justice.
